He and his wife are the proud parents of four children. He is an active volunteer at the DuPage Community Clinic, a clinic that cares for the county's uninsured, where he serves on the Medical Advisory Committee.

Dr. Scruggs received his medical degree in 1983 from the University of Illinois College of Medicine. He completed his Internship and Residency at the St. Francis Medical Center in Peoria, IL. Dr. Scruggs is affiliated with Central DuPage Hospital.

Dr. Scruggs was inspired to practice medicine by three books written by Dr. Thomas Dooley.
